Astris’s services to sponsors, lenders and governments are focused on identifying and addressing key bankability issues such as:
- Project completion: Liquidated damages, completion milestones, performance test & guarantees, capacity guarantee, schedule guarantee, emissions guarantees and force majeure events.
- Fuel transportation: Provisions for disruption of service, potential alternative sources of supply and transportation availability, and whether disruption events are appropriately mitigated within disruption clauses under offtake agreements.
- Operation and maintenance: cash flow waterfall priorities of the O&M payments, the scope of O&M services provided and whether the scope includes interval maintenance and major overhauls for the equipment, sufficiency of maintenance reserves for the ongoing and periodic maintenance of the major equipment and which entity is providing such services including availability of parts, supplies and labor to implement maintenance plans.
- Offtake agreements: structure of the price setting mechanism for capacity and energy payments to verify that they provide adequate cost recovery of the Project’s capital costs and fixed and variable O&M costs. Availability requirements and fuel efficiency requirements underlying the baseline capacity payments. Analysis of dispatch scenarios, impact of merchant price risk, the potential impact on PPA revenues of disruptions to the Project upstream of the offtaker, Provisions to cover curtailment of power transmission service or feedstock supply.
