Thomas Vandeburie

Thomas Vandeburie joined Astris Finance as a Director in September 2025. He brings more than 12 years of experience in structuring and leading complex infrastructure, renewables, and energy transition projects across global markets. Thomas has worked on large-scale project finance deals in transit, social infrastructure, energy generation and battery storage - spanning North America and Europe.

His career prior to Astris features roles at Electricité de France, the European Investment Bank, PricewaterhouseCoopers (PwC), and Infrastructure Ontario, where he gained deep expertise in project finance, PPPs, and M&A advisory for both renewable and conventional energy assets. Thomas' track record also includes advising major philanthropic funders and global nonprofits on flagship initiatives in the infrastructure and energy space, particularly in ports & shipping decarbonization, energy transition and resilient infrastructure.

He holds master’s degrees in Infrastructure & Project Finance (Ecole Nationale des Ponts & Chaussees / Paris X), Business Law (Paris 1 Panthéon-Sorbonne), and Public Affairs (Sciences Po Lyon), and has passed all levels of the CFA, CAIA, and CBV designations. He is fluent in English and French, and conversational in Spanish and Italian.

Rafael Estrela

Rafael Estrela joined Astris in June 2013 in the São Paulo’s office. Prior to joining Astris, Rafael spent two years in Private Equity at Artesia, where he led several buy-side investment analysis of companies in a wide range of different sectors, such as consumer goods, health care services, education and agribusiness, as well as assisted senior management during several acquisition processes. Prior to his tenure with Artesia, Rafael worked at Standard & Poor’s, performing corporate credit risk analysis. At Astris, Rafael has been very active in the energy sector in Brazil: he has been involved as lead modeler and assisted throughout execution of several M&A and project finance transactions in the transmission line and power sectors. Rafael also participated in cross-border M&A transactions in the same sectors.

Rafael holds a BS in Industrial Engineering from Federal University of São Carlos (UFSCar). He is fluent in English, Spanish and Portuguese.

Diana Marroquin

Diana joined Astris in January 2015. Prior to Astris, Diana worked at Structure Banca de Inversión in Bogotá. At Structure, Diana participated as financial director of a variety of projects, including the structuring of infrastructure concessions for the public sector (airports, roads, etc.), and the valuation of companies and projects in the energy and gas sectors.

Diana holds a BS in Business from the Los Andes University. She is fluent in Spanish and proficient in English.

Patricia Onieva

Prior to joining Astris in November 2022, Patricia spent more than four years within PwC’s project finance team in Spain where she mainly led tenders, non-recourse debt financing and PPP structuring mandates within the infrastructure and energy sectors in the Middle East, Spain, Honduras, Poland, India, Guatemala and Mexico.

Before PwC, Patricia was part of Deloitte’s infrastructure financing team for four years where she was in involved in infrastructure deals (transportation, social infrastructure, waste and water) advising both the private and public sector mainly in Spain, Portugal, Panamá, Colombia and Peru.

Patricia holds a BBA from Universidad Complutense de Madrid (UCM), and a MSc in Corporate Finance and Investment Banking from Instituto de Estudios Bursátiles (IEB). She is fluent in Spanish and English.

Joaquin Fernandez-Salvador

Joaquin joined the Washington, DC office of Astris Finance in July 2015. Prior to that he worked as an intern in Astris during the summer of 2014 and the first half of 2015. During this time he has been involved in the photovoltaic energy and infrastructure sectors in a variety of countries, assisting throughout the development and execution stages of several project finance transactions.

Joaquin has a BA in Economics and a minor in Political Science from Georgetown University, from which he graduated Magna Cum Laude. He is fluent in Spanish and English, and conversant in Portuguese.

Marta Mediavilla

Marta Mediavilla joined Astris Finance in July 2018 in the Madrid office. Since joining the team, Marta has been involved in renewable energy mandates. Prior to that, she worked in the Infrastructure and Project Finance division of EY, primarily involved in structuration, bid process, M&A mandates and financing of social infrastructure PPPs, waste to treatment PPPs, and RE projects. Before that, she participated in EY’s Transactions Graduate Program, collaborating with different deal departments including M&A, strategy, restructuring, valuation and, due diligence.

Marta holds a BA in Business Administration and Finance from Universidad Pontificia Comillas de Madrid (ICADE). She also spent a year in University of Illinois at Urbana-Champaign (UIUC). She is fluent in Spanish and English.Return to the team page.

Javier Osegueda

Javier joined Astris in January 2016 in the Mexico City office. Since Javier joined our team, he has worked on the financing, restructuring and bid preparation for renewable plants, airports, highways, railways and urban infrastructure projects in Latin America and Asia under diverse contractual and financial structures. Now based in Vietnam, Javier has focused in structuring and modeling for M&A transactions in the SEA region.

Prior to that, Javier worked in the Paris office handling day-to-day operations with European clients and lenders for projects on multiple regions and has been involved in restructuring transactions in France.

 Javier holds a BA in Finance from the Instituto Tecnológico Autónomo de México (ITAM) and has passed Level III exam of the CFA Program. He is fluent in Spanish & English and has an upper intermediate level of French.

Arthur Cury

Arthur Cury joined Astris in June 2016 in the São Paulo’s office. Prior to joining Astris, Arthur worked as analyst for AB Concessions, a toll road business held by Atlantia & Bertin, where he worked on several issuances of debentures for the company, worked on new business development and served as entry point between the business team and the investors relations and treasury departments. Prior to that, he spent one year in Private Equity at Bradesco, 2nd largest Brazilian bank, where he worked on several buy-side mandates in a wide range of sectors, such as energy, infrastructure, consumer goods and agribusiness.

Arthur holds a BA in Business Administration from Insper. He is fluent in English and Portuguese.

Juliana Baron

Juliana joined Astris in August 2021 as an Associate in the Bogotá office.

Prior to Astris, Juliana worked for more than 4 years in Corficolombiana where she structured bonds and stock issuances in the energy and finance sector, as well as project finance transactions in toll roads and mass transportation. During her work in Corficolombiana, she also participated in the structuring of private initiatives in ports and mass transportation.

She is a graduate (BS in Business Administration) of Universidad del Rosario, Colombia.
